Overview

ELUHO manages and tracks cases for its three boards using an online database known as the Case Management System (CMS). 

Anyone can use CMS to:

  • Search and access case information
  • Search and download board orders
  • View our calendar of upcoming case events

People with an account can use CMS to:

  • File a notice of appeal or petition for review
  • File case documents in an existing appeal
  • View or download case documents
  • Opt into notifications for case document filings

Creating an Account

The public may view and download documents without creating an account but users are required to create an account to file an appeal or petition and perform other functions. Users will be able to file immediately after creating an account. There is no approval process for filing documents. However, newly filed appeals or petitions will not be available until ELUHO has reviewed them.

An account can be created by clicking the link to the CMS and creating a SecureAccess Washington account. More details about filing an appeal, petition, or case documents are on the web pages related to each board.

Making Changes to Existing Accounts

* * * Important Upcoming Changes to Accounts * * *

WA.Gov

We’re making it easier to access our services. Starting June 1, 2026, you’ll log in to the CMS with a new WA.gov account instead of Secure Access Washington (SAW). You’ll be able to access the same services and your CMS information and other data with us will stay the same. You will be able to keep your SAW account until July 1, 2026.

In a few weeks, when you visit CMS, we’ll ask you to create your new WA.gov account. To get ready, watch this video that explains the change. Here are some tips to help you: 

  • Your email address is your username  
  • Use the same email address you use for your SAW account
  • Follow directions on screen to create a secure password

Other Things to Know

  • Board Service is Done Online: The CMS will e-mail case parties notifying them of decisions.
  • Serving Parties Remains Separate: Parties still must serve the other parties outside the CMS.
  • You can file case documents immediately after creating an account: There is no approval process.
  • There are requirements for how documents are filed. See Details on Filing Documents below.
  •  Newly filed cases are not visible in CMS until a case number is assigned.

 

 

Details on Filing Documents

  • Documents should be uploaded one at a time.
  • Documents cannot be larger than 4 GB in size and must be in PDF format. 
  • A document type must be selected (e.g., Motion to Dismiss, Response to Motion Reply) and documents must be named.
  • File names for documents must be less than 80 characters and may not include the following characters: ~ " # % & * : < > ? / \ { | }. These are standard for Windows and Macintosh filing systems.

CMS Platform and Accessibility

CMS uses a Salesforce platform that allows you to access case documents and information through a web browser. You can search for information and documents online and download documents from the CMS. Documents are in Microsoft Word and Adobe Acrobat formats.

The CMS platform conforms to state and federal digital accessibility standards but some accessibility features depend on the web browser being used. CMS works best with the Chrome browser.
