The Washington State Environmental and Land Use Hearings Office (ELUHO) is updating the rules of practice and procedure of the Pollution Control Hearings Board (PCHB), Shorelines Hearings Board (SHB), and the Growth Management Hearings Board (GMHB). ELUHO may also update its Public Records rules.

ELUHO will file proposed rules (CR-102) with the Office of the Code Reviser and post rule proposals on ELUHO’s Rulemaking Activity page. The public comment period will begin.
Public Hearing – January 2, 2025 - Growth Management Hearings Board
Public Hearing – February 4, 2025 - ELUHO, Pollution Control Hearings Board, Shorelines Hearings Board
ELUHO will host public hearings on the proposed rules to receive oral comments.
End Public Comment – January 30, 2025 - Growth Management Hearings Board
End Public Comment – March 31, 2025 - ELUHO, Pollution Control Hearings Board, Shorelines Hearings Board
The public comment period will conclude. ELUHO will review comments and prepare the rule change package for adoption.
